Could you get away with a real drum set in a townhouse?

My friend owns a town house and is planning on getting drum set. But she doesn’t know if it’s ok to have one in a town house. Please tell me whether or not it’s a good idea and what are the rules on having one if you know. Please answer ASAP! Thank you!
